The Council of Ministers in Angola has approved a series of laws aimed at prohibiting the export of quartz and gypsum, emphasizing the importance of transforming these mineral resources domestically before export.
This initiative seeks to enhance the manufacturing industry, generate employment, facilitate skill transfer to the national industry, and ensure revenue for the State, according to a press release issued after the meeting held on Friday.
During this seventh ordinary session, chaired by President João Lourenço, a law was also approved to simplify and streamline the licensing process for the marketing of butane gas.
Specifically, the law will eliminate at least four of the eleven requirements for licensing, including the commercial registration certificate, criminal record certificate, tax identification number, and statistical registration certificate.
The Council assessed a bill to approve the Legal Framework for the General Treasury of the Courts, which aims to institutionalize the General Treasury of the Courts and enhance the administrative and financial autonomy of the common courts and the Attorney General’s Office.
Additionally, proposals were considered to revise the Ombudsman Law and amend the General Electricity Law to remove legal barriers to private initiatives in electricity transmission. These proposals are set to be submitted to parliament.
In the transport sector, the Council of Ministers approved a diploma outlining the principles and fundamental rules for the registration of storage facilities, ensuring their effective coordination with transport activities.
Further approvals included regulations on hunting and sustainable wildlife management, in line with the Basic Law on Forests and Wild Fauna, as well as a decree to establish the National Council for the Protection of Forests and Wild Fauna.
In the Public Works, Urban Planning, and Housing sector, the Council approved a presidential decree detailing the rules and procedures for the configuration, allocation, transfer, and termination of the Property Identification Number.
Several cooperation documents in the area of foreign policy were also approved during this session.
