The National Agency of Petroleum, Gas and Biofuels (ANPG), as National Concessionaire and holder of mining rights for prospecting, research, evaluation, development and production of liquid and gaseous hydrocarbons throughout Angola, made known, at the end of March of this year, which on September 30, 2023, will proceed with the Launch of the Tender for the Attribution of Petroleum Concessions of Bid 2023, for the oil exploration of the Onshore Basins of the Lower Congo and the Kwanza, open to national entities or foreign.
According to the ANPG announcement, the deadline for submitting proposals is until November 4, 2023, in compliance with the 40 days after the official launch of the tender, under the terms of the legislation in force.
The tender will take place under Law n.º 10/04, of November 12 (Petroleum Activities Law, amended by Law n.º 5/19, of April 18) and Presidential Decree n.º 86/18 , of April 2 (rules and procedures for tenders for acquiring the status of Associate of the National Concessionaire).
The announcement indicates that 12 oil blocks will be put up for tender, four of which are located in the Onshore Basin of the Lower Congo (CON 2, CON 3, CON 7 and CON 8) and the other eight, in the Onshore Kwanza Basin (KON 1, KON 3, KON 7, KON 10, KON 13, KON 14, KON 15 and KON 19).
According to a note from the National Agency for Petroleum, Gas and Biofuels, the estimated potential of the blocks described as “STOOIP” is 1,560 MMBO, for the Lower Congo Basin, and 5,440 MMBO, for the Kwanza Basin.
This 2023 tender aims to relaunch the exploration and production of hydrocarbons in onshore areas, reassess the existing oil potential in the said basins and mitigate the decline in production, through the increase in exploration activity and the discovery of new resources.
ANGP’s announcement adds that even though the 2023 bidding aims to encourage the participation of small and medium-sized oil companies and promote technological innovation and good governance practices.
The note adds that, at the appropriate time, the National Concessionaire will hold sessions to share information on the oil potential of the blocks and on the legal and contractual framework, the date and place/platform of which will be announced on the website www.anpg.co.ao and in the media.
The ANGP document states that, in addition, the pre-announcement is also available on the institution’s website for booking technical data consultations, in person and virtual format (Data Showroom).
