Angola Gas Master Plan Targets US$13 Billion Across Five Industrial Hubs

Angola has unveiled a gas investment plan worth more than US$13 billion aimed at developing infrastructure and industries around the country’s natural gas resources.

The Gas Master Plan, presented by the National Agency of Petroleum, Gas and Biofuels (ANPG) during the 2026 Angola Oil & Gas Conference in Luanda, identified five industrial hubs in Cabinda, Soyo, Porto Amboim, Benguela and Namibe.

Of the planned investment, approximately US$7 billion was earmarked for midstream infrastructure, while a further US$6 billion was allocated to downstream developments, including gas processing and commercialisation.

ANPG Executive Administrator Artur Custódio said Angola had more than 15 trillion cubic feet of monetisable gas in addition to volumes already committed to the Angola LNG facility in Soyo.

The government intended to use the resource to support domestic industrialisation, with planned applications including fertiliser production, petrochemicals and power generation.

One of the projects highlighted was the Amufert complex in Soyo, which was expected to produce up to 1.4 million tonnes of granulated urea and 800,000 tonnes of ammonia annually.

Sonangol Gas CEO Manuel Barros said increasing the commercial use of gas domestically would be important for stimulating industrial activity and creating greater value from Angola’s natural resources.

The gas strategy formed part of Angola’s broader efforts to expand domestic energy infrastructure, reduce dependence on imported products and strengthen the contribution of the oil and gas sector to economic diversification.

The country was also targeting increased refining capacity, with a goal of reaching 425,000 barrels per day as it works to reduce refined petroleum product imports.
