Eni Launches Global Tender for Third FLNG Project Offshore Mozambique

Eni Opens EPCIC Tender for Third Floating LNG Project in Mozambique’s Rovuma Basin

Mozambique Rovuma Venture (MRV), led by Eni, has launched an international tender for the engineering, procurement, construction, installation and commissioning (EPCIC) of a third floating liquefied natural gas (FLNG) facility in Mozambique’s offshore Rovuma Basin.

The proposed FLNG unit will be deployed in the deep waters of Area 4, off the coast of Cabo Delgado Province, and is expected to have an annual production capacity of up to six million tonnes of LNG.

The EPCIC contract covers the complete project scope, including engineering, procurement, construction, transportation, installation, mooring, commissioning, start-up and performance testing. The facility will operate in water depths of approximately 2,000 metres.

Prospective bidders must demonstrate experience in delivering FLNG developments or comparable offshore energy projects completed within the past decade.

 Participants are also required to provide details of their proposed liquefaction technology and identify key suppliers for the mooring and LNG storage systems.

The tender follows Eni’s announcement in May that it was evaluating a third FLNG development in Mozambique, building on the success of its Coral Sul FLNG project and the recently sanctioned Coral Norte development.

Coral Sul, Africa’s first ultra-deepwater FLNG facility, has been producing LNG since 2022 and currently has an annual production capacity of approximately 3.4 million tonnes.

According to Eni, the facility has shipped more than 120 LNG cargoes since production began and is expected to generate around US$16 billion in tax revenue for Mozambique over its operating life.

Coral Norte reached its final investment decision in October 2025 and represents an investment of approximately US$7.2 billion.

The project is scheduled to begin production in 2028 and is expected to significantly increase LNG output from Area 4. Eni estimates Coral Norte will contribute approximately US$23 billion in tax revenues to Mozambique during its projected 30-year operating life.

Speaking at the Coral Norte final investment decision ceremony in Maputo, Eni Chief Executive Officer Claudio Descalzi said the development could position Mozambique as Africa’s third-largest LNG producer, behind Nigeria and Algeria.

MRV, which manages Area 4 on behalf of the concession partners, comprises Eni, Mozambique’s national oil company ENH, CNPC, KOGAS and XRG.

The latest tender comes as Mozambique accelerates development of its vast offshore natural gas resources.

In addition to the Coral projects, TotalEnergies is progressing the Mozambique LNG development after work resumed following security-related disruptions in Cabo Delgado, while ExxonMobil is expected to make a final investment decision on the Rovuma LNG project later this year.

With multiple large-scale LNG developments advancing simultaneously, the Rovuma Basin continues to strengthen its position as one of the world’s most significant emerging natural gas hubs.
