Shell Expands Namibia Offshore Exploration After Strong PEL 39 Oil Discovery
Shell is reassessing its exploration strategy in Namibia following encouraging results from its offshore operations, renewing interest in the country’s highly prospective Orange Basin.
The move signals a shift in the energy major’s outlook after earlier challenges raised questions about the commercial potential of some of its Namibian discoveries.
Shell holds a 45% operating interest in Petroleum Exploration Licence 39 (PEL 39), alongside QatarEnergy and Namibia’s national oil company, Namcor.
The licence includes major discoveries such as Graff and Jonker, which have helped establish Namibia as an emerging global offshore oil province.
The latest exploration results have strengthened Shell’s confidence in the basin’s potential and could lead to further appraisal and exploration drilling aimed at better defining the scale and commercial viability of its resources.
Shell’s earlier assessment of PEL 39 had highlighted technical and commercial challenges, including reservoir characteristics and the complexity of developing some of the discoveries. The company subsequently recorded a significant write-down linked to the licence.
However, continued exploration success across Namibia’s offshore acreage is changing the outlook.
Major international energy companies are advancing their own programmes in the Orange Basin, with Namibia increasingly positioning itself as one of Africa’s most promising new oil-producing regions.
For Shell, further drilling will be critical in determining whether its discoveries can support a commercially viable development and ultimately move towards production.
The stakes are also high for Namibia. Successful offshore oil development could attract billions of dollars in investment, generate government revenues and create opportunities across oilfield services, logistics, infrastructure and local supply chains.
With exploration activity accelerating, Shell’s renewed focus on PEL 39 highlights the continued potential of Namibia’s offshore resources.
The next phase of drilling and appraisal could determine whether the country’s major discoveries progress from promising finds into large-scale commercial oil projects.
