Ghana’s Tema Oil Refinery Resumes Full Operations After Processing 1 Million Barrels of Jubilee Crude
Ghana’s Tema Oil Refinery (TOR) has returned to full operations, marking a significant step in the country’s efforts to strengthen domestic refining capacity and improve energy security.
The state-owned refinery has successfully restored operations at its Crude Distillation Unit (CDU), following extensive refurbishment and turnaround maintenance.
The restart is particularly significant because TOR has achieved the milestone without a financial bailout from the Ghanaian government.
A major achievement in the refinery’s recovery has been the processing of one million barrels of crude from Ghana’s Jubilee Field into refined petroleum products.
The development demonstrates TOR’s ability to process locally produced crude and contribute directly to Ghana’s downstream petroleum supply.
The refinery had remained largely inactive for several years before undergoing extensive maintenance.
Work on the CDU was carried out as part of efforts to restore the facility’s operational capacity, with crude processing resuming after inspections confirmed that the required safety and operational standards had been met.
The return of TOR is expected to reduce Ghana’s reliance on imported refined petroleum products while strengthening the country’s domestic fuel supply chain.
The refinery’s revival could also generate wider economic benefits for the Tema industrial hub, supporting businesses involved in logistics, storage, transportation, petroleum distribution and other related services.
For Ghana’s energy sector, the development represents an important test of whether strategic state-owned infrastructure can be restored and operated on a commercially sustainable basis without continued government financial intervention.
