Angola Advances US$569.9 Million Jamba la Oma Hydropower Project in Huíla Province
The Angolan government has approved expenditure of US$569.9 million to advance construction of the Jamba la Oma Hydroelectric Project in Huíla Province, as part of efforts to strengthen the country’s energy and water infrastructure.
The approval is contained in Presidential Order No. 383/26, dated 5 October 2026, which authorises expenditure of US$569,932,239 for the project.
The funding will be provided through external financing from Standard Bank of South Africa and Standard Bank of Angola.
According to the government, the order also authorises a simplified procurement procedure for the public works contract, with the external financing arrangement forming the basis for the procurement method.
The project is intended to address water and energy requirements in the province, particularly those associated with irrigation, livestock farming and electricity consumption.
It is also expected to contribute to the regulation of river flows and support the integrated management of water resources.
Project to Strengthen Angola’s Energy and Water Infrastructure
The Jamba la Oma hydroelectric project forms part of the government’s structural development initiatives, which are aligned with Angola’s National Development Plan.
Beyond increasing the country’s energy infrastructure, the project is expected to improve the security and flexibility of the national electricity system.
Its water-management component is also expected to support agricultural activities and livestock production by contributing to more effective management of available water resources.
The investment reflects the government’s broader efforts to develop infrastructure that supports economic activity while strengthening access to essential services.
Energy Minister to Oversee Procurement Process
Under the presidential order, the Minister of Energy and Water has been delegated authority to approve the procurement documents and verify the legality and validity of the actions undertaken throughout the contracting process.
The minister is also authorised to oversee the conclusion and signing of the construction contract, with the option to delegate these responsibilities further.
The approval marks a key administrative step towards implementation, although the order itself does not confirm that construction has commenced.
Once developed, the Jamba la Oma project is expected to contribute to Angola’s long-term energy security and water-resource management objectives, particularly in Huíla Province.
