Eni Completes Libya’s Bouri Gas Project to Recover 700 Million Cubic Metres Annually

Italian energy company Eni and Libya’s National Oil Corporation (NOC) have completed the Bouri Gas Utilization Project offshore Libya, with start-up procedures underway to recover natural gas previously burned off during oil production.

The project is operated through Mellitah Oil & Gas, a joint venture between Eni and the NOC, and is located at the Bouri field in western offshore Libya.

The development involved the installation of a new Bouri Gas Recovery Module and associated infrastructure to capture and process gas that was previously flared.

The project is expected to improve the efficiency of hydrocarbon production while reducing emissions from offshore operations.

Once fully operational, the facility is expected to recover approximately 700 million cubic metres of natural gas annually.

The additional supply will support Libya’s domestic energy needs, particularly electricity generation, while creating opportunities for increased gas exports to Europe.

The recovered gas will be supplied to the domestic market, with additional volumes potentially available for export through the GreenStream pipeline, which connects Libya to Italy.

Eni estimates that the project could reduce greenhouse gas emissions by approximately 1.5 million tonnes of carbon dioxide annually by capturing gas that would otherwise be flared.

The completion of the project marks a further step in efforts by Eni and the NOC to strengthen Libya’s gas production capacity, improve resource utilisation and reduce the environmental impact of upstream operations.

The development also complements the Sabratha Compression Project, which began production in June 2026.

That project is designed to sustain output from the offshore Bahr Essalam gas field and is expected to add approximately 800 million cubic metres of gas annually.

Together, the two projects are expected to strengthen domestic gas supplies and support potential exports to European markets.

Eni has operated in Libya since 1959 and remains the country’s leading international energy operator.

In 2025, the company reported equity production of approximately 162,000 barrels of oil equivalent per day in the country.

The Bouri Gas Utilization Project forms part of broader efforts to maximise the value of Libya’s natural gas resources while improving operational efficiency, supporting electricity generation and reducing routine gas flaring.
