Angola Partners ANPG and Sonangol to Develop Biofuels Value Chain and Attract Investment
Angola’s National Agency for Petroleum, Gas and Biofuels (ANPG) and state-owned oil company Sonangol have signed a strategic cooperation agreement to advance the development of the country’s biofuels value chain, with a focus on agricultural potential, sustainable biomass production and private investment.
The agreement, signed on Tuesday, 13 October 2026, establishes a framework for feasibility studies, the development of a regulatory framework and the identification of business opportunities in the biofuels sector.
The signing was witnessed by Diamantino Azevedo, Angola’s Minister of Mineral Resources, Petroleum and Gas.
The agreement was signed by Paulino Jerónimo, Chairman of the Board of Directors of ANPG, and Sebastião Martins, Chairman of the Board of Directors of Sonangol.
According to a statement from the Ministry of Mineral Resources, Petroleum and Gas, the partnership will cover several strategic areas, including the use of Angola’s agricultural potential, sustainable biomass production, scientific research, skills development, technology transfer and the attraction of private-sector investment.
The initiative is also expected to support the development of structured biomass supply chains, creating opportunities for agribusiness, employment generation and increased local content in the country’s energy sector.
Speaking at the signing ceremony, Jerónimo highlighted the economic and social benefits of developing domestic biomass production and establishing reliable supply chains, noting the potential to create new business opportunities and strengthen local participation in the sector.
Azevedo called for the practical implementation of the commitments made under the agreement, emphasising the need to translate plans into measurable outcomes.
The minister noted that Angola had spent considerable time discussing biofuels, renewable energy and biorefineries, arguing that the country must now move from discussion to implementation.
He also highlighted the approval of Angola’s Biofuels Strategy as an opportunity to establish a more consistent and stable framework for developing the sector.
The partnership comes as Angola seeks to diversify its economy and broaden its energy portfolio beyond conventional petroleum products.
Developing biofuels could create stronger links between the energy and agricultural sectors while supporting investment in alternative fuels and related industries.
For ANPG and Sonangol, the agreement provides a basis for assessing the commercial viability of biofuels projects and identifying opportunities to build a domestic value chain.
However, the scale and timing of potential developments will depend on the outcome of feasibility studies, regulatory arrangements and investment decisions.
