Angolan Minister Diamantino Azevedo Visits China to Secure Oil, Gas and Mining Investments and Advance Strategic Energy Projects
Diamantino Azevedo has begun a working visit to China aimed at strengthening strategic cooperation and attracting new investment into Angola’s energy and mining sectors.
According to a statement sent to ANGOP, the minister met on Monday (13) with Zhou Haibing, where both sides discussed ways to deepen economic cooperation in oil, gas, and mineral resources.
The two parties emphasized the importance of sustained political engagement to elevate bilateral relations to a higher strategic level, ensuring mutual benefits for both countries.
The Chinese National Development and Reform Commission (NDRC) was highlighted as China’s central economic planning authority, responsible for shaping development strategies, approving major projects, and guiding energy and international cooperation policies.
Strengthening Mining and Energy Cooperation
During the visit, Minister Diamantino Azevedo also met with Guan Zhihou, head of China’s Ministry of Natural Resources, to review ongoing cooperation in the mining sector.
On this occasion, the Angolan minister reaffirmed the government’s commitment to supporting projects developed by Chinese companies in Angola and reiterated the country’s openness to new Chinese investment in the extractive industries.
Industrial and Energy Infrastructure Projects
On Sunday (12), Azevedo held talks with China Petroleum Technology & Development Corporation President Zhang Guocheng.
The meeting focused on reviewing progress on the Soyo Petrochemical Complex, a flagship project considered central to Angola’s industrialisation strategy.
The minister’s programme also includes engagements with senior executives from China National Petroleum Corporation and the CITIC Group, both key investors in Angola’s energy and infrastructure sectors.
Additional meetings scheduled for Tuesday include discussions with International Petroleum Exploration and Production Corporation and Qinghai Linao Clean Energies, focusing on renewable energy technologies and solar material supply chains.
Strategic Diversification of Partnerships
The visit forms part of the Angolan government’s broader strategy to diversify international partnerships and accelerate the development of key infrastructure projects aimed at ensuring long-term sustainability in the country’s extractive sector.
The delegation accompanying the minister includes Dalva Ringote Allen, Sonangol chairman Sebastião Martins, as well as senior officials from the Ministry of Mineral Resources, Petroleum and Gas.
