Angola Inaugurates Luau Solar Park to Power Rural Communities and Strengthen Lobito Corridor

Angola Launches Luau Solar Park to Electrify 20,000 Homes and Boost Lobito Corridor Development

The Angolan government has described the newly inaugurated Luau Photovoltaic Solar Park as a strategic infrastructure project that will strengthen the Lobito Corridor while advancing rural electrification, sustainable development and economic inclusion.

The solar park, inaugurated on Monday by President João Lourenço in Luau municipality, Moxico Leste Province, forms part of Angola’s broader effort to expand access to clean energy and modernise critical infrastructure across the country.

Speaking during the inauguration ceremony, Minister of Energy and Water João Baptista Borges said the project represents a transformative milestone under Angola’s National Electrification Strategy.

“This project represents much more than the installation of solar panels. It represents progress, inclusion, sustainable development and hope,” Borges said.

Expanding Energy Access in Rural Angola

The Luau Solar Park was developed to address long-standing energy access challenges faced by rural communities in eastern Angola, where limited electricity infrastructure has historically constrained economic growth and access to essential services.

According to government officials, the facility includes 54,912 solar panels and is expected to electrify approximately 20,573 homes, benefiting an estimated 94,000 residents across municipalities in Moxico Leste Province.

Installed on a 60-hectare site, the solar park has an installed generation capacity of 31.85 megawatts and an energy storage capacity of 79 megawatts, enabling more stable and reliable electricity supply.

Borges said the project reflects the government’s commitment to delivering energy access in a technically, economically and environmentally sustainable manner.

“For years, rural areas in Angola faced significant challenges in accessing electricity. The lack of energy limited opportunities slowed economic growth and restricted access to essential public services,” he said.

He added that the commissioning of the Luau Solar Park marks a decisive step toward reversing that reality by improving living conditions and promoting social and territorial inclusion.

Strategic Importance for the Lobito Corridor

Beyond its role in rural electrification, the Angolan government considers the Luau Solar Park strategically important to the development of the Lobito Corridor, one of the region’s key transport and trade routes linking Angola to the Democratic Republic of Congo and Zambia.

Luau, located more than 1,300 kilometres from Luanda and near the border with the Democratic Republic of Congo, forms part of the Lobito Corridor railway network.

Borges said the project is not simply a local investment, but a critical component in improving the competitiveness and sustainability of the corridor.

“It is a fundamental piece for the success of the Lobito Corridor,” the minister said, adding that the new energy infrastructure will strengthen economic activity and support regional integration.

Part of Angola Energia 2025 Programme

The Luau Solar Park forms part of the broader “Angola Energia 2025” programme, which aims to electrify 60 rural communities across the provinces of Bié, Malanje, Lunda Norte, Lunda Sul, Moxico and Moxico Leste by 2027.

Authorities describe the initiative as one of the largest public renewable energy programmes in sub-Saharan Africa.

The programme is being implemented by MCA Group and financed by Standard Chartered Bank and Euler Hermes, with a total investment estimated at €1.027 billion.

Government officials say the initiative reflects Angola’s growing commitment to renewable energy development and the transition toward cleaner and more accessible energy sources.

Borges noted that Luau’s abundant solar resources have now been transformed into a driver of development and economic opportunity.

“This solar park is also proof that Angola’s energy future can and should be built on clean, renewable and accessible sources,” he said.

Supporting Balanced National Development

Moxico Leste Governor Crispiniano dos Santos described the inauguration of the Luau Photovoltaic Solar Park as an important step toward balanced national development and greater regional inclusion.

He said the project demonstrates the government’s commitment to expanding infrastructure and improving economic opportunities in historically underserved regions of Angola.

The inauguration of the facility marks another milestone in Angola’s push to diversify its energy mix, expand electricity access and strengthen strategic infrastructure linked to regional trade and industrial growth.
