DRC Advances Extractive Sector Transparency with Mining, Oil, and Forestry Contract Disclosure Workshop
The EITI-DRC Technical Secretariat launched a two-day workshop on the disclosure of mining, oil, and forestry concession contracts on Thursday, August 28, 2025, at the Lubumbashi Hotel.
The workshop is part of the ENCORE Project, funded by the IDA/World Bank through the Ministry of Finance, and aims to strengthen transparency and governance in the Democratic Republic of Congo’s extractive sector.
From August 28 to 29, participants from sectoral ministries, public enterprises, the mining cadastre (CAMI), the Technical Coordination and Planning Unit (CTCPM), the Steering Committee for the Reform of State Portfolio Enterprises (COPIREP), the Higher Portfolio Council, and civil society organizations discussed practical measures for publishing contracts in accordance with the EITI Standard and Congolese law.
“The objective is clear: to agree on which contracts should be published and to establish a mechanism that ensures they are regularly updated,” said Franck Nzira, an expert from the EITI-DRC Technical Secretariat, at the opening of the workshop.
The workshop emphasizes requirement 2.4 of the EITI Standard, which since January 2021 mandates that countries systematically publish all contracts and licenses concluded, amended, or renewed in the mining, oil, and forestry sectors.
Discussions also focused on identifying challenges that hinder full contract disclosure and reaching a consensus on priority contracts to be published.
Organizers stressed that contractual transparency is crucial for building trust between the government, investors, and local communities.
It also enhances the business climate and ensures that the DRC’s natural resources deliver tangible benefits to its population.
The workshop’s outcomes are expected to accelerate the online publication of extractive contracts and strengthen citizen monitoring of the country’s natural resource management.
