Mozambique Clears Path for TotalEnergies to Restart $20 Billion LNG Project

Mozambique Restores Conditions for TotalEnergies to Resume $20 Billion LNG Development in Cabo Delgado

Mozambique has established the necessary conditions for TotalEnergies to resume its $20 billion LNG project, the country’s energy minister confirmed.

The project, located in Cabo Delgado, originated after the discovery of significant natural gas reserves off the northern coast in 2010 and reached a final investment decision in 2019.

In 2021, TotalEnergies suspended operations following a deadly insurgent attack near its Afungi site. The violence, linked to Islamic State-affiliated militants, raised serious security concerns and brought development to a halt.

With recent improvements in regional security, TotalEnergies plans to restart development this summer.

CEO Patrick Pouyanné recently met with President Daniel Chapo to discuss ongoing stabilization efforts and the project’s planned resumption.

In March 2025, the US Export-Import Bank approved a $5 billion loan to support the LNG project, providing a crucial financial boost.

Widely recognized as vital to Mozambique’s economic growth, the project is expected to generate significant revenue, create employment opportunities, and contribute to poverty reduction across the region.
