Angola is gearing up for a transformative year in 2025, marked by key developments in oil, natural gas, and renewable energy.
With a strong focus on maintaining crude production above one million barrels per day (bpd) and diversifying its energy mix, the country is advancing projects in green hydrogen, solar energy, and natural gas.
Angola’s next international oil and gas tender is slated for the first quarter of 2025. As part of the six-year licensing strategy launched in 2019, the round will offer nine offshore concessions. These include:
- Kwanza Basin: Blocks 22, 35, 36, 37, and 38.
- Benguela Basin: Blocks 25, 26, 39, and 40.
Interested companies can submit their applications to the National Oil, Gas & Biofuels Agency (ANPG).
Shearwater Geoservices will commence a deepwater ocean-bottom node survey in January 2025 for TotalEnergies, focusing on the Louro and Mostarda fields within Block 32.
The survey supports the Kaombo ultra-deepwater project, targeting six fields across the concession.
The Cabinda Refinery is expected to process its first oil by the first quarter of 2025, with full commercial operations starting in July.
Jointly owned by Gemcorp (90%) and Sonangol (10%), the facility will initially produce 30,000 bpd of diesel and jet fuel. Phase 2 will double capacity to 60,000 bpd, adding gasoline and gas production.
The New Gas Consortium (NGC) aims to launch Angola’s first non-associated gas project by late 2025 or early 2026.
With an investment of $2.4 billion, the project—50% complete—will develop the Quiluma and Maboqueiro fields to deliver 330 million cubic feet per day (mmscf/d).
Angola targets increasing natural gas’s share in its energy mix to 25% by 2025, up from the current 7%-10%.
Key initiatives include the Sanha Lean Gas Connection Project by Chevron, set to deliver 600 mmscf/d to Angola LNG by the end of 2024, and a comprehensive Gas Master Plan (GMP) outlining a 25-year strategy to develop over 40 gas fields.
Green Hydrogen and Solar Energy Projects
- Green Hydrogen: Angola plans to finalize its first green hydrogen project in 2025, a collaboration between Sonangol, CWP, Gauff Engineering, and Conjuncta. The 600 MW facility will produce 400,000 tons of green hydrogen annually.
- Quilemba Solar Project: Scheduled to commence operations by late 2025 or early 2026, this 45 MW solar project is a partnership between Sonangol, TotalEnergies, and Greentech, supporting Angola’s renewable energy transition.
With a robust pipeline of projects, Angola is poised to solidify its position as a major energy player in Africa, balancing fossil fuel production with investments in renewable and sustainable energy sources.
