Angola Advances Biofuels Bill to Promote Clean Energy Investment and Decarbonisation
Angola’s Ministry of Mineral Resources, Petroleum and Gas on Monday gathered stakeholder contributions toward the drafting of a Biofuels Bill aimed at establishing an attractive legal and regulatory framework for both domestic and foreign investment.
Speaking at the formal public consultation ceremony, Secretary of State for Oil and Gas José Barroso said the proposed legislation aligns Angola’s energy strategy with the country’s international climate commitments.
These include obligations under the United Nations Framework Convention on Climate Change, the Paris Agreement, and the Sustainable Development Goals set out in the 2030 Agenda.
Barroso noted that the development of a biofuels industry could play a key role in decarbonising strategic sectors of the Angolan economy. He stressed that this transition must be achieved while safeguarding biodiversity, forests, wetlands, and food security through the application of strict environmental protection standards.
According to a statement from the Ministry of Mineral Resources, Petroleum and Gas, the consultation brought together representatives from the ministries of Agriculture, Transport, Territorial Administration, and Finance, as well as energy major TotalEnergies.
The contributions collected during the meeting will be consolidated into the final draft of the Biofuels Bill. This process will be carried out in coordination with the National Agency for Petroleum and Biofuels (ANPG) and other institutional partners, ahead of the legislation’s submission for approval.
